Pretty much how most DBZ feats go.You really can't compare because they only fight people in thier weight class so unless all can be characterized it really cannot be completely defined but here it goes.

You can determine tier placements with feats. If we literally applied powerscaling logistically then the Z Fighters circa the Cell saga would be Low Abstracts even though they don't have anywhere near the feats to justify that placement.

Broly is not canon to the DBZGT anime seeing that his movie does not fit into the timeline. And having SSj4 Gogeta at Elite Herald seems right seeing that we already have SSj4 Goku at High Herald, and Gogeta is above that.

i would put writer's higher up ont that list... i mean, they did write it, so they would know better than anyone whether or not Cell was just boasting or if his words were legit.
