Just a reminder:Tier placements are based on what a character's capable of with their powers, not whether they'd beat another character in a head to head fight.

Again this isn't about who would beat who, its about what they can do overall. Overall Hancock isn't versatile at all and what powers he does have aren't incredibly impressive. As flying bricks go Hancock is pretty weak.
