Propose Teyla Emmagan from Stargate Atlantis for Low Street.
Reasons:
She has impressive skill as an unarmed combatant but where she most excells is in a martial art similar to Eskrima. In sparring matches with this fighting style she's bested John Sheppard and gave Ronon Dex a run for his money (until he cheapshotted her).
Edit: Also I think Lu Bu should be Elite Street.
Reasons: incredibly skilled fighter with superhuman strength: with a swing of his halberd he can send a half dozen men flying. He also stalemated Guan Yu, Zhang Fei, and Liu Bei at the same time.

Do you know the difference between even Jupiter and the rest of the solar system? The solar system is vastly larger than any single planet in it.
I could maybe accept DBZ characters at the end being able to bust a solid planet the size of Jupiter, or maybe even the sun, but not any more.
Then there is the fact that compared to most High Heralds they are both weak and slow, Mid Herald is the highest I would place them.
I dont know what it is you have against dbz characters but I can tell that you truly dislike them.

Yusuke - Mid to High Herald, hell I can see Tagoru giving some of the high heralds a fight.
Nappa - Low to mid Herald
Frieza - Elite high herald/trans
Black hair Goku - Elite high herald
Super Sayain Goku - low Trans
Super Sayain two Goku - high trans
Super Saiyan 3 Goku - Sky Father
Brolly - Sky father or higher
Kid buu or any buu's - Sky fathers/ abstracts
Everything isnt based off of versatility because I would rank Prime over high herald and his versatility isnt even on Supermans level even though he is more powerful than Supes. Everything above that I mentioned is true unless you are in denial.

What is the purpose exactly of having different forms of characters in different tiers? One character shouldn't be in multiple tiers... Goku should be in one tier and whatever tier it is, it should reflect his highest form. This will get really cluttered if we do it for every character who has different forms, especially DBZ characters.

Is Grundy a 100 tonner or just as strong as Superman? If so, prove it since we all know Superman feel simpathy for grundy and never unleash his strength towards him. What is Grundy largest and biggest lifting feat?
How strong is Doomsday? What is his lifting feat? He could be a 90 tonner using the process that you are using to rate these characters.

Gotcha, well if that is the case Goku (none super saiyan 4) is a skyfather level being or higher.
