Time for another round of case making:
Reasoning for Phantom Limb to Low Meta:
Its a no-brainer, the guy has a literal death touch. Not only has he killed people on contact with their bare skin or clothing, he's also transmitted the effect through a handgun meaning he can project the effect at least over short distances through solid inorganic objects. The death touch is usually nearly instantaneous, though in one case it seemed to have left a victim alive long enough for Phantom Limb to kidnap a surgeon and force him to save the victim's head and sew it to another man's neck.
There are two reasons he's only Low Meta given how broken his power is.
(1) Its his only useful power so he's not really versatile.
(2) It didn't work on the Sovereign, of course the Sovereign is David Bowie so we know it won't work on Skyfathers. 😛
Reasoning for Kurgan to High Street:
Impressive skills both in unarmed combat and with a sword. Throughout his centuries long life he battled and slew dozens of highly skilled immortals including the man who trained Conner McLeod.
Healing factor:
As an immortal he can seemingly heal from any injury save decapitation. At one point he took a full clip from an SMG in the chest and immediately got up and killed the guy.
Strength:
In the above instance he impaled a man through the chest with his sword and then lifted the man's body, meaning he had strength enough in one arm to lift what most men would have trouble lifting with both arms.
Reasoning for Agent (Crackdown, Max Stats) to Mid Meta:
In retrospect he's probably better off in low meta. But if guys like Master Chief and Alex Mercer can be considered Mid Meta then why not the Agent as well?
Strength: Easily Class 20, possibly as high as Class 40. The Agent can not only pick up cars and trucks, he can actually run with them, jump with them, and throw them.
Speed: Most cars in game can't outspeed the Agent's running speed.
Agility: The Agent can jump a good 30-40 feet into the air.
Durability: Along with his impressive strength the Agent is durable enough to meet a speeding car and smash it aside, absorbing massive amounts of trauma. He has the damage soak to take multiple bullets without slowing down and can even survive proximity explosions.
Skills: Decently skilled with guns and melee combat.
