Not sure. Maybe low meta by limited feats. He had some ambiguous powers other than his emotion manipulation that would put him higher, and The Powers That Be saw him as a threat, but they never stated what kind of demon he was and he was shot by Lilah before more of his abilities could be shown.

Also there's no ****ing way Jack Bauer is a tier higher than my main man Teal'c. He lacks the skills or physical stats. Usually High Street is something that is attained by Peak Human/Borderline Meta stats, top tier MA, powerful tech/weapons or a combination of the three. The guys you list lack all those things.
