I'd say Mid Herald is more appropriate, it was stated in the book 'The Call of Cthulhu' that if he were to have truly woken up (in the book the protagonist rammed him with a ship while he was just opening his eyes and stretching his proverbial limbs) the entire world would have immediately been thrown into chaos and everyone would have gone insane. So passive global level TP.
Additionally despite his shit durability (an ordinary ship moving at maybe 10 knots at best caved in his face and forced him to fall back to his prison) he has something of a healing factor since he was already regenerating seconds after the boat struck him.
His massive size (when he starts to walk the narration says "A mountain moved"😉 would most likely translate to superhuman strength, I'm betting at least low Class 100.
