I say it depends on the planeswalker, Urza certainly is among the most formidable. Still, during Apocalypse they were weakened and killed rather easily by affecting their physical bodies, so their degree of invulnerability is variable. I can see Urza being higher than low herald, but I wanted to see if anyone else knew who he was.

Naruto... I would put him on Hulks league... Low Herald. He is strong, fast as hell, and has amazing versatility.

Taguro... high meta
Find it kinda funny you consider Ichigo above Yusuke, Ichigo has only just now reached mountain busting level (More like a large hill to be perfectly honest), Yusuke was of that level during the Dark Tournament.
