DoV Spectre was so powerful appearently only the Presence could stop him.
And he had a lot of trouble defeating magicians throughout the universe, the Living Tribunal would simply blink anyone else in marvel out of existance.
Just because an old non canon Amalgam comic put the Living Triubnal and Spectre next to eachother doesn´t mean more than what they did with Impossibleman and Mxyzptlk.

spectre defeated the ps with no problem but lacked the means to terminate him.
