Skill: Hachi has had years to perfect his skills, then again Goro is hundreds of years old, but still Hachi has more technique so I say him.
Durability: Hachi, this cannot be debated, he has survived things like being thrown in a volcano, and having a bunch of Jacks grab him and self destruct.

I vote Hachi due to superior speed, durability, and skill.

People make a big deal out of Devil “owning” Heihachi but look.
He walks over and looks perfectly fine for being blasted clear across the room by TK.
And his words “you worthless coward” to Kazuya holds absolutely true, according to the Tekken 5 opening.
And Heihachi took MORE damage than Kazuya. He was blasted by Devil and then beaten by Jin and he still was taking apart Jack Units with single blows.
