He can do far more than superman can. He can match a GL in versatility but has a higher starting physical base.
Plus he out of his class he is the one who possess the highest speed and reaction times.
You combine all that and you have a hard time just flat out finding anyone who is matching all of his abilities.

When has Surfers traveling speed ever translated to combat speed?
His versatility, while impressive, isn't to the lv of a GL. At least thats how he's commonly portrayed. He usually uses the PC to shoot blast, very rarely, if ever is he portrayed the way KMC portrays him.

From what I've seen, the lanterns are very suspectible to speedblitzing and "sneak attacks" I don't think it's possible to kill Silver Surfer in the same way you can kill a lot of the Green Lanterns. I.E sniping them, like a certain Sinestro Corps member did. Silver Surfer's durability and strength is generally higher than that of Hal and Kyle's.

He displayed some pretty decent combat speed the first time he met the Hulk. A more recent example would be during his fight with Ravenous. He's clearly moving around Ravenous, making it hard for him to keep up.
