Something that should be cleared up.
Civilians were NOT targeted at either Hiroshima or Nagasaki. these targets were selected to destroy part of the Japanese ability to make war.
In fact pamphlets were dropped over these and other potential targets warning civilians to get out.
That being said America did nothing wrong in the waging of war against either Germany or Japan (unless you count the local internment camps). You can't just turn your back and hope that your enemy won't come back at you later. Total war is the only option at that point. read some Sun Tzu my friend.
As far as what gives us the right to be the worlds police, I personally wish we were less involved with the world. I think we should only be involved when there is a direct connection with our country. That said, we are the most powerful country on earth militarily. And as Spider-man likes to point out: "With great power comes great responsibility."
So my friend, When we see an injustice in this world that we could stop, what should we do? If we intervene we are accused of being militaristic or imperialistic, if we do nothing we are inhumane for not stopping it. We lose either way.

You're wrong about whether America moves for the betterment of the world too. Such a statement might be made if we were one united people or if we were under a king or tyrant, but the fact is that there are many viewpoints in America, some noble, some selfish. Most of the things America does are done because Americans believe them to be the right things. America actually does both things, we protect our self interest AND we try to make the world a better place. Like I said before I'm more one of those self-interest people. I think we should stay out of the affairs of other countries unless we are directly affected. So of the recent wars Afghanistan - yes, Iraq - not so much.
As far as the sources on the nukes go, there about the same as everything else out there, you'd have to be high level government to have access to anything better.
