Since when, they appeared in the early manga and where central to the plot of early Dragonball. They continuously appear in each other's universes. So, it's safe to assume they are in the same universe.

Yes, the same Scientist and magicians that created Time-Machines, Shrink Rays, and ships that can traverse anywhere. Nevermind that they created buu and Cell. Now they are all working together and if they have access to the room of Spirit and Time think what they can do. Pyron kills alot of them, but not all of them.

Since when has destroying the planet stopped the Z-Senshi, let alone the entire verse?

Vegito could disintegrate the SuperBuu+Gohan+Piccolo+Goten+Trunks without any blast, just facing his palm, a fraction of his maximum power.

And yes, also Dr Gero, Bulma, Dr Brief could intervine.
