No, but why even assume that it was not possible to cuff him without a tazer? He was pinned, arms held behind his back. It's very possible they could have cuffed him without snapping bones.

Yes, that part is clear, I explained this to you on page 8, maybe 9. You can also see the 4th cop fidgeting around were his wrist would be, it's highly probable he was cuffing him... but I guess "maybe" be could have been picking his pockets, or "maybe" be was pulling an hangnail...

That's not the same thing at all. We're looking at the video, of a guy pinned by four trained officers, with his arms firmly held behind his back, with a few more officers standing around ready to pounce should they need to.
We're looking at the information available and coming to the logical conclusion that, because the guy was factually of no possible threat, that they had things under control.
Very different from you insinuating that the only two possibilities were breaking bones or tazering. There's nothing at all, in the video or from eyewitness accounts, to back that up.
