Speed is not the issue here but acceleration.
If something accelerates only 0.1m per sec^2 (which is very small) then there exist a time in which that thing will exceed the speed of light (maybe after first traveling a super long distance for billions of years). This is ignoring the theory of relativity of course.
So its possible for superman to achieve FTL speeds on Earth since he can accelerate.
Flash, on the other hand, has a higher acceleration than Superman when moving. That is why he is said to be faster. So from now on, when certain characters are said to be faster than others then what is meant is that they have a higher acceleration than the other. For no one can use a character's top speed as the measure of how fast he is since many characters can accelerate to reach any speed they want (provided they have the time and distance to do so).
But superman does have mega acceleration though.
Especially when he traveled from rest (or 0) to one of Saturn's moons (or was it Jupiter's?) in about 3mins. Or when he heard a gunshot and then from many blocks away on ground level raced to the top of a building to stop the bullet from hitting its victim (the bullet was fired a matter of feet away from the victim too).
And everyone knows that traveling the speed of light or faster in an atmosphere will kill everyone. That's probably why Superman doesn't do it. It doesn't mean that he can't though.
