Just so you know, we go by on-panel showing and not what writers have said during interviews.
Otherwise Superman would be capable of beating Galactus because Joe Casey said so. Kurt’s even that he doubts Count Neferia is as powerful as Superman, the same Neferia that was owning the Avengers.
But we don’t take that stuff seriously, we going by on-panel showings.

I can’t really comment on Vulcan since I haven’t read many of his appearances.
But in the Marvel Universe characters can go FTL by accessing Hyperspace, something that Superman and other DC characters don’t do.

When has vulcan gained this ability to access hyperspace. Vulcan reached the shiar empire in less than a day. It was never shown that he accessed anything, he did all of this under his own power. So Im guessing that vulcan can go faster than light also.

I'm sure they did seeing as how Superman-Prime is much faster than them. Bart had to absorb the entire Speed Force in order to beat Prime to Post-Crisis Earth.
But they never outright stated that Prime was faster than regular Superman, though it was pretty obvious that he was.
