Mere bullets that he cant stop that arent anywhere near as fast as light. He didnt have to travel to them either. All he had to do was get in the way imo and shield them from these bullets. He failed here. The point is it doesnt always take faster than light to make it past Superman here as the scan clearly shows imo.
Both combat speed is comparable and Surfer definitely tags Superman and he beats him quickly due to his weaknesses imo.

Supes is fast enough to stop this gunfire not an m-60 though obviously. Imo it clearly comes down to the gun that is being used.

my take on this is the fact that norrin's durability is too grand to be overcome by the initial onslaught of superman (provided he (somehow)gets the early drop on him), but after said first hit, the surfer is going to realize the stakes of fighting a kryptonian.
kinda just like JLU amazo, norrin's eyes will glow and in that split second, all of superman's hopes of winning will go out the window since norrin's cosmic awareness gives him all the knowledge about every atom in superman's body, his power's, and how to shit on them.
superman will go from the one of his best opponents to another alien that the power cosmic can do away with. since superman lacks the power cosmic or any other overwhelming energy source that can possible overtake the one invested in the surfer by none other than galactus, he has no hopes of winning.
