no...he has the power cosmic inside of him...In order to destroy that planet he absorbed energy from that binary star to increase his own power...this was not some permanent change to the nature of the Surfer's powers...Surfer could absorb Superman's aura and UV light reserves...and even if he didnt, he could always just kick Supe's ass straightforward.
