Weakness exploitation (which he can win without, imo), infinitely more versatile, incredible power output, etc. I'd put Surfer above most, if not any, High Herald at this point. Superman's options on beating Surfer are dependent on Surfer fighting Superman like another brick which Surfer could still do.

with CIS on, weakness exploitation is highly unlikely scenario...I doubt surfer's just gonna create kryptonite or a red sun
surfer is actually a less versatile fighter than superman because he overly relies on his blasts and his h2h skills are piss poor in comparison to Kal El. Superman is actually the more versatile fighter because he mixes his superspeed, hv, freeze breath, flight, all into a dominating fighting style whereas surfer is very predictable.

Ive probably read more superman comics than u have and im sure ive read alot more superman comics than uve read of surfer comics thats for certain (probably than uve read comics in general). Moreover surfers mental speed is definitely on supermans level at the very least and his mental feats show this.
