no, at base level they are the same strength. hulk anger doesn't need to power up, its instant. it just depends on what you do to piss him off.

Ok, I'll break it down to you like this.
I like Bat Man, man on man in a fight he can hold his own weight and out think almost all of his opponents but he cannot whip everyones ass like Superman can do according to the original poster.
I also like the Flash but guess what, he can hardly whip anyones ass but he's still a cool character to read about.
Nobody can validate why Superman can whip everything he faces.
