He's not immortal in that sense. He's immortal in the sense that if he dies he he can come back.
Chakra points are essentially nerve endings, hence why if they're stopped up you can't move. But that doesn't matter. What matters is that when Neji injects you with chakra anything inside your body thats hit gets ****ed up. So if he is hit in his nerve endings he's screwed.

2. Neji isn't really that fast you know. Scorpion can beat him. Also, it was stated only organs and chakra points are affected. Chakra points are not nerve endings, they regulate the flow of chakra.
Neji's faster then Scorpion, or at least he can match him. he did manage to hit like, hundreds of bugs before they could land on him.
And it was also stated that his attacks also affect your insides, when going through the chakra it also destroys your organs. And again, Scorpion may be able to revive later, but that doesn’t mean he he just absorb Neji’s attacks.
