Also, Prime was on the losing end of that encounter for the majority of the time. His last desperation move of ripping Monarch's armor doesn't exactly mean that he won the fight. If anything, he lost... big time.
And Prime isnt the smartest villain out there so looking at both characters and their lack of foresight I d say Monarch screwed up worse. But you disagree and I am fine with that. 🙂

And actually, Monitor's plan somewhat came to fruition. Most of the Monitor's died in that explosion.

As we've seen from Monarch in the past, he can kill tons of characters without "going all out." 🙂
The fact that he said "How else could this have ended?" only tells me that he didn't think of Prime as being a legitimate threat.

Prime being the wild card that he is screwed over everyone including himself. But dont worry as I am sure he will be back and will be pissed off forever at Monarch for this having occurred.
