Just because he attempted to destroy Prime with a weak attack doesn't mean he wasn't toying with him. He underestimated him, sure, but even while doing that, he was still shown as the superior.
What happens when Monarch goes all out? Prime goes down.
And again, his power in the same comic destroyed a universe. You think a city compares to that?

Weak attack? As I remember it the city destroying attack was his largest calculated effort.
His universe destroying blast (going all out) was a result of Prime ripping his suit open. Are you saying that was Monarch's strategy? It's still a draw if he was planning that. They'd both die instantly.

Seriously, do you think all Monarch can do is blast? Lulz. Besides, opening up his armor so that Prime can have a "taste" of his power indicates to me that he was holding back immensely. 🙂
