Also, Diana bracers doesn't just block her arms you nut, it covers her entire body and she IS fast enough to put them up before any type of cold touches her.

As far as reflexes, Because either the writer didn't write him with them or he wasn't fully paying attention. In a real forum fight Superman would see Diana taking off her tiara (this is telegraphing), and throwing it a mile ahead time.
