No matter how much you dislike it, Wonder Woman subdued him easily and could've taken advantage of the opportunity if she wanted since she displayed during that fight that she is fast enough to do it (and also possess the necessary tools to do it).

She wasn't aware of said attack. Remember, he choked her from Earth to the sun, she pulled out kryptonite and he clocked her.
She was standing looking at him when he flew down to freeze her. Look at the panel.
I don't think bracers can't stop her from being covered in ice. Even if they form a shield then the shield will get covered. Superman can always use hv to keep her on the defensive.

He dodged the lasso because he was given directions by Max. And yes, he was aiming at a larger body than her. Here he is looking directly at her and HV goes above her shoulders.
