Um, Imperiex is the one that goes around destroying universes and recreating them all in one shot. How many beings can do that?

Did you read zero hour and ALL of the side titles? Parallax was wiping more than ONe time line out. And he was created multiple time lines. Zero hour was cleaning up continuity mess left over from the orginal crisis. There were still alternate realties. Things with the legion, etc. Also parallax was manipulating entropy. Something that is rarely accomplished in the DCU. This alone puts him far above the Imperiex being who just uses pure force to destroy and create.

Correct, the Phoenix primary concern and action was to address future reality 15104. And rightfully so, the Phoenix amputated the future reality and cured it in the first panel of page 20, in issue 154 (New X-Men).

Incorrect, Phoenix had finished its job with future reality 15104. Now its concern, was to ensure reality 15104 never comes to pass. It did so by addressing the source.
The source, being 616 Scoot, and its decision to leave the institute. That’s why it manifested a universe in page 21 of issue 154 (New X-Men)., and proceed to change Scoot mind within that universe (panel 4, page 22, issue 154 [NewX-Men]). The Phoenix was successful (page 22 of, New X-Men #154).
The recent X-Man: Messiah Complex Mutant Files. States its ability to atomically control, a Universe through telekinesis.
In short.
(1) - it’s capable of universal destruction.
(2) - It amputated a future reality (15104) and treated in a single panel.
(3) - It manifested the entire 616 reality, in efforts to ensure Scoot decision does not incite future reality 15104.
