I think this comes down to not giving Storm credit for what she can actually do, even with the gem.
She's highly intelligent and a high end energy manipulator.
Do you not know how much energy is in the Universe??
Do you not know that Storm has, not only a mutant but a spiritual connection to life??
Do you not know that just by being angry she lost control and boosted herself to nigh-infinite levels(Uncanny 147)?
Now throw infinite steroids on all that.
What can Thor do?
It has always been said that she is limited by her physical body. The gem would take care of that.
There's no way Thor could win this.
Does Storm also get her mother's magic ancestral Ruby??
If she does, then Thor could battle field removing her anyway since the ruby allows her to dimension-hop at least once.
It's not like she could open up a portal anyway since she did heal a tear in the local space/time of Trion dimension. Instances like the aforementioned let me know that there's nothing he could do since all of those attributes would be amped.

On that note, which Thor with the Odinforce is it? Because depending on that, Thor's level may be speculatory too. I really don't think it's "planetary" though. That would make the Odinforce like the superficial racing stripe of "forces" except it doesn't even make you faster like racing stripes do.

If uncanny 147 refers to the rogue storm saga with doom, Storm never boosted herself to "nigh-infinite" levels, she became a global threat at most...
That being said I dont know who would win this match, I mean Galactic Storms interpretation of the power gem sure makes it sound as if storm would would and while the statement that it amps the others may be true the application of the powergem by an individual hasnt ever been that great if it was it wouldnt even matter at all that STORM was the one using it, this would boil down to a debate over the powergem vs. the odin force.
The odin force has been more prominent in comics and recently thor is impressve but I still dont know about the issue of invulnerabilty that could give storm the edge.
