Scathan. Since he seems the only one who is above the Lt's power lvl. the LT would fall to lucifer in an all out fight. Pretty much anyone would since God's power is shaped and molded by Lucifer's will. Lucy can use your own power, skills, mind, what ever, against you. Reed Richards pwned the LT with his own power, Lucifer would do so much worse.

well yes, devil was a necessary invention to christian dogma, most BIBLICAL accounts speak of multiple highly vague adversaries etc, you cant make the jump from that to a fallen angel who rules hell.
carey's/gaiman's and vertigo's interpretation is based mostly on milton's paradise lost as commeneted on by both writers, durthermore, the physical character of lucifer is based partially on david bowie among some others.
but u r wrong on some accounts, the basanos never beat him utright, it was the slow magic of izanami inside lucifer's wongs working for eons which in the end ignited his OWN lightbringer power against him{and this magic was done by putting false feather in lucifer's wings BEFORE lucifer got his wings back so he cudnt just take them out as he didnt have his powers prior to getting his wings back} and even then, when elaine died to make contact with his PHYSICAL self{since lucy doesnt have a seperate SOUL} death showed up and on panel admitted that she had no domain on lucifer and lucifer even threatened to kill her and she her reply admitted that he cud do it, but it wudnt be wise as then souls would stop going to hell as they needed to DIE first.
