Wolverine went down to five men shooting him with automatic weapons for an undisclosed period of time... Frank shooting Wolverine with one gun is not equivolent evidence.
And even THAT is a low-end feat for him (depending of course whether or not his HF IS slowed down)....But it's not suitable either way unless Punisher's got five arms to weild guns with.
And... Sorry but are you insane? Origins is HORRRRRRRIBLE evidence to be using for this fight here...
In that fight Wolverine's been blown up three times, been shot, stabbed, ran over by a semi, dragged behind a car for an undisclosed period of time, bled out by multiple cuts, embedded in a cement wall... and only NOW that he's been shot into the brain has he been put down (probably). And I mean, Deadpools had more time to prep, more funds to prep with and more weapons to use than could be available to Punisher in 1 hour, he's got a mutant HF and he's STILL only able to reach a near stalemate with Logan.... 😐
New X-men, Well lets forget the point that it's PIS straight out to have a bullet pass through Wolvie's eye socket into his brain, or the fact that he's getting up right after the fact, or the fact that Scrambler's grabbing him as he is... THEN maybe we can pretend Punisher wins...

1. His reflexes are faster. Therefore he will pull the trigger more quickly than other people. Imagine 2 atheletes. Athelete A is a bullet from the Punishers gun. Athelete B is a bullet from less trained person gun. When the gun is fired to start running athlete A would have travelled further because his reaction time is faster.
2. With his experience Punisher can predict where they are likely to go before they get there.
3. He combines 1 and 2
4. Combining 1 and 2 and depending on the terrain if there is limited space Punisher could fill an area with bullets and even if they are able to dodge one or two bullets they wont be able to dodge them all.

It also states in the scan above that Punisher studies people he might meet in combat, since he has met Wolverine many times im sure hes studied him as well.

Allow me to round a little.
Logan's about five foot tall, but really broad. Let's say he's a chode at three foot wide. Ignoring the fact that his body isn't a rectangle, that's about fifteen square feet of area the punisher'd have to fill. A nine millimeter has a cross sectional area of around 0.000678126356 square feet. Meaning, it'd take about twenty two thousand bullets to 'fill in an area' of Logan's size. We'd better hope he's walking down a pretty thin hallway.
Further, even at the Punisher's AWESOME trigger speed, surpassing that of full auto assault rifles, it'd take him around twenty four minutes to fire that many bullets.

He was not fighting thoses people who shot him. He actaully did not wish to harm them at all. They believed him to be a raging killer due to mystique. So when the people come after him he realizes what has happen and simply stands there and allows them to shoot him. Which is clearly evident to any who have read the issue.

I'm saying that Punisher aiming a gun and firing it is not the equivolent of Wolverine being shot by five, continuiously for an undisclosed period of time... But you think it is and that's all that matters. 😉
