Saw that. Edited my post at the bottom. I haven't seen one clear argument against him from anyone, so it's a bit of a shock. Mogo was debated for pages on end, so at least with something like that Smurph had ample opportunity to ponder the possibility of him gettign banned. I'd like to at least know why he's above Strange, or how he is above herald when he's stripped of the stuff that I can't afford to purchase. I'm not in the business of complaining for the sake of it, but I'd at least like to see the justification for it.

According to this link:
"The Doctor can do virtually anything if he puts his mind to it. He is capable of transforming living matter and teleporting people at a thought. On one occasion he even held Italy stationery while the rest of the Earth continued to move, causing it to vanish under the Mediterranean.
The latest Doctor is actually a great deal more powerful than Doctors past; he describes himself as the first Doctor and the last Doctor (apparently he has all the memories of Doctors past in addition to his own). No reason seems to have been given why he is so much more powerful than his predecessors. "
Its still pretty unclear about his level of power, and I am not familiar with him, so I have to assume to maximum for his power. IE Bending Reality to his whim. And Dr. Strange is not drafted as "classic". Feel free to correct me if I am wrong, I simply am trying to address all questionable choices.
EDIT:
I am using this as a benchmark for Herald level. If your character can beat, before succumbing to the rules of the tournament, without any preparation, in an impromptu battle, a full out Silver Surfer, Sentry, Superman, Thor, or Loki individually, then they are above Herald level.
