What if I limited it to a "recreation" or "copy" of their lab or sanctum, minus any uber devices that are normally there. If they want their uber devices, they must build it from scratch within prep.

Also, adding this rule to prep:
You get the prep-zone only one time up to 36 hours (if you choose to buy that level of prep) before the battle starts. Once you leave the prep zone, back to the battlefield, you cannot return to the prep-zone. No going back and forth between the battlefield and prep-zone over and over again.

The cap on technology is what your character can conceivably build, from scratch, depending on the level of prep you buy, and the intelligence of your character. It is up to you to convince the voters if you are capable of doing it within that period of time.
