I'd say Namors manouvering is better then Storms seeing how Namorita was catching up to her in X-Men vs. Agents of Atlas. And he'll probably kick Sienna Blazes head in, in todays issue of X-Force so if he handles her electromagnetic powers fine then I'd say he could handle Storms lightning.

BUT...Storms winds managed to mess with Namorita's flight just enough for Dagger to knock her down with a light spear and for Iceman to put her on ice. And Storm could easily pull off something close to those last two things.
So I don't think it's a stomp in Namors favour. Once he gets close to her it's over but the trick is he needs to get close to her and he could probably do that by distracting her with a thunderclap or something. Plus it also helps when you're really really fast, agile, durable and strong.
6-7/10 Namor.
No tornado or anything is going to keep Namor down when his worked his way through and swam through a vortex that was pinning down the Hulk, Silver Surfer, and Dr. Strange.
Rain isn't doing anything besides helping Namor. Lightning is something he can absorb etc.
Unless Storm does some out of this world shit, Namor rips her head off.
Of course maybe they have had a confrontation do not know about.

If the fight is over dry land, Storm will probably win by way of Namor dehydrating. Any fight though near water = Namor win.
I like Storm, but sometimes I think the character suffers from Wolverinitis.

it doesn't seem to have any real effect on him as i've seen.......he's been trapped in tons of it......and simply broke out once a few drops of it melted

A lot of beings are immune to electricity, heat, and cold but still get koed by lightning (especially Thor's lightning). Why? Because lightning has tremendous concussive properties, mere electricity doesn't. Namor can be easily koed by a sufficient powerful enough lightning strike (or several of them).
Otherwise all the super beings that both Thor and Storm has koed is PIS.
he's already absorbed million of volts of them.....concussive force and all........and still, I doubt any natural lightning has the force neccessary to "easily" KO a 100 tonner like Namor or even do it at all really.......especially when the actual energy damage is already taken out of play due to his absorption power.
thor's lightning is a whole nother matter..........and who has storm KOed with lightning in Namor's league?
