And it has proven to be a rabbit hole that leads to fairytaleland.

As pointed out, "more education" is better, it's better to teach kids which forms of sex are safer, which are riskier and by all means make every single one of them know how to properly use a condom, then just say "don't have sex, okay". It's a fact that very few teens stick to abstinence pledges, human nature counters the "keep your junk in your pants" training.
