Because he is limited/unable to do most of his greatest feats without flight. He lacks the frame, size to generate that kind of strength without flight.(Unless you have evidence of the contrary)
And as TC specified this as a toe to toe slugfest... The only way it could come into play is if he uses it to "push" himself directly into WWH with assaults...which would actually get him pwned even worse.

If you have a charcter that has power to propel himself into and push objects with inertia....you can not compare feats accomplished that way to physical strength. Because they just are not accomplished that way.

I don't think Superman need to fly in order to lift large objects. As I said before. It takes more strength to be able to handle 150 billion tons or catching it as it's falling than simply lifting it. Flying may only help to push large objects. But that's not saying the same when he's just hovering with an large object, because he still would have to use his strength to hold it up. And I have seen Superman come down to the ground still holding and handling very large objects, around 150 Billions tons or a little less. Like when he sets an air plane down.

Still not a single Strength feat of Superman's that exceeds anything the Hulk has accomplished whatsoever...So none of his punches would do jack to WWH.
(few well-known examples)
a. Supporting a 150 BILLION ton Mountain (and that was Savage Hulk)
b. Shifting the Continental plates of an entire planet to keep it from collapse.
c. Devastating the entire Eastern seaboard with so much as a footstep (when not even really trying)
Therefore Superman is not stronger than WWH. Your argument fails.
1. Not to mention that WWH possesses a growing healing factor that is simply out of Superman's league.
2. Superman would wear out before WWH in any standing fight they engage in.
3. WWH will continue to get stronger not weaker as the fight continues.
Any idiot with a brain knows WWH eventually takes this 10/10 because you are limiting Superman to standing toe to toe. This type of fight limits Superman and works compeletely in Hulk's favor.
I like Superman too, but I do know his limits versus a character that is unlimited in too many areas physically.
