Galactus can warp reality and has the ability to time travel too (since he gave Surfer his powers ...).
Galactus is also infinitely beyond Thanos in terms of Intelligence and Knowledge. his mind is on a whole other - abstract - level, his tech beyond Thanos ...
it really wouldn't mean anything to say that a character poses a threat to Galactus because that character is more intelligent than Thanos. the fact is Galactus is a God in a truer sense than any old Odin or whatnot, he really approaches omnipotence, omniscience and (with reality warping and his cosmic consonance job) omni-presence.

Honestly that's pretty much the basis of the character. He's even more of a plot device than Reed or Thanos could ever hope to be. As for people's questions about how he could deal with Galactus, he has a couple of options.
1. He can use the Tardis to delete him from ever existing, which is something he's done before to powerful opponents.
2. He can forcibly transfer him to another universe. In the Doctor's brief Marvel comics run he was able to forcibly transfer a threat from his universe to marvel 616.
3. If a person has just completed transit into his universe, he can effectively create a black hole type effect drawing them back into their universe.
4. I have no clue what else he would do, remember this guy is plain and simple a plot device that puts Reed Richards to shame. However if you look at his track record and the resources he has available, he can definitely win this.
Plus he has the bonus of a pretty decent soundtrack, that always helps.

For me, He's just a Dr Strange lvler bloodlusted. Galactus is on par with Infinity, Oblivion, Death and Eternity. Galactus is a concept.
What would Who do? Freeze him in time? Galactus can travel in time! He have molecular control over nearly every thing. And if Galactus is bloodlust, he destroy a couple of universe, with Who inside.
The best thing Who could do is do nothing, don't fight, and prey for his mercy, if Galactus heard about him.
It's like a bug against Andreï Markov's slap shot. 1000000/10 to Galactus.

Well he's dealt with a demon with universal reality warping abilities, he's dealt with all sorts of elder gods with Odin + types of feats. The thing about the character is that he adjusts dependng on the threat. He usually has just as much trouble fighting a street level person as fighting an elder god. The essence of his character is that given a bit of time he will win. The thing is that most of the time you don't see him go for lethal measures because he prefers to resolve things peacefully. If the Doctor ever gets bloodlusted, you're basically F*****. He's has the Reed Richards type intelligence of being able to make plot device machines to save the day, along with resources that dwarf anything that Richards could ever get his hands on. Combine those two and I have to say that he can take out galactus, especially if we're talking the version we nomrally see in comics.
