I think he would make the right decision in a war if they were attacked or the Sand needed help. I also don't think he'd ever start a war himself but assuming he did yea..he'd probably not make the right decisions to win effectively and would just go charging in without a strategy at the front of the line.
I have as much faith in Naruto making smart plans as Hokage as I do in Sasuke sacrificing himself to save everybody as Hokage. Which is none.
Actually I would agree with Neji. He's powerful even though not the most powerful, highly skilled, a genius when it comes to fighting, smarter than most, and he's nice also. Shikamaru may be my favorite character but he's to lazy, and well anything to be a good Hokage. All he has is his brains. I think he'd be more suited for the spot Ibiki has.
And I think him loosing to Naruto was PIS at least the way he did anyway.
Amd Neji isn't part of the rookie 9 anyway. Not that he stands a chance against Sasuke or Naruto. I still think he could take Sakura though. Hard time using chakra to get strong when it's unable to be used, and he's a lot faster than her.

That is definitely the point that Masashi Kishimoto was trying to make in that final speech Sarutobi was giving to Orochimaru. Being Hokage is a selfless position. You have to love the people sincerely in order to make the best decisions for them. This was Masashi Kishimoto's idea of a Kage. Not the strongest, not the smartest, but the BEST choice for the position. The Kage is usually fairly strong if not THE strongest in a village...but that is not everything.
sakura is more diplomatic, having been around tsunade hokage for so long. she is also currently much more powerful than neiji. also, she was fast enough and her reflexes were good enough to dodge event he 4th kazekage world model against sasori. she is a better choice than neiji. plus she is also a genjutsu type.
