Only IF getting a nice distance and flying straight at his opponent. He cannot punch faster than a bullet. We see how well they fight in the movies.

The "phase" trick that the agents do to avoid bullets never translated into a fight that occurred in the Matrix. It would appear that this is a program that runs when a bullet fired IN the matrix at an agent. Call it an error in writing, if you will. BTW, that was an illogical conclusion.
What I never understood is how SOMETIMES an agent is shot and sometimes not...and why didn't they just shoot their legs when they do their phase thing?

No Neo can not move faster then bullets... but he has superhuman reflexes. He can duck to the side and dodge a bullet but he can not, for example, out run a bullet if it was fired at him. At least he's never shown the ability to do that.
Luke on the other hand was moving his lightsaber so quickly ten years BEFORE NJO that he looked like nothing more then a blur to Leia who was force trained. As of NJO, Luke was moving his lightsaber so quickly in his fight with Shimmra that it looked like he was wielding 20 lightsabers at once, and that was to the eyes of two powerful Jedi, two of the best in Luke's order actually.. To a normal human then Luke's movements must have been nothing more then a blur or altogether invisible. General Greivous, with his four lightsabers, could land twenty hits per second. Rots Kenobi was able to defend himself, and defeat Greivous and his 20-hits per second. NJO Luke is far faster and a much better duelist then Rots Kenobi was.
That is far faster then we have ever seen Neo move his hands and feet when actually fighting.
Neo might have the faster running speed, but his actual attack speed is in no way faster then Luke's.
The only possible way Neo can beat NJO Luke is via a speed blitz, I.E.: He comes flying down the street at like a thousand miles an hour and tackles Luke before he can do anything and shatters every bone in his body with the tackle. But if he actually tries to fight him with his fists Neo is mincemeat. Even worse, Luke can just make a hundred identical illusions of himself, can make himself invisible... he has a lot of options at hsi disposal. That's why realsitically only god Neo can beat NJO Luke. He can basically nullify anything Luke does to him.

I agree with that...however, the only evidence we have is agents pivoting from the hips to dodge bullets. If I was to look too far into it, I would say that the program run for the agents when under fire like that was based off of a very complex mathematical analysis of gun fights, similar to the concept in Equilibrium. This "probability" program lead me to believe that only the torso on up would need to pivot.
But this begs the question, why wouldn't have the "enlightened" figured this out and gone to town on their legs?
It would seem illogical to assume that that was nothing more than a program for dodging bullets and nothing more. Never do we see Neo fight like a "phasing" agent dodging bullets.
Like Morpheus said, "you won't have to" because he can just stop them.

he has been shown to move faster than a bullet (and maneuver well at that speed) also reaching neos top speed requires little acceleration, he could go from 0 to 3x sonic speed i na very short amount of time

well the only thing is he really has no limitations in hte matrix and has only moved as fast as he needed, my only proof is that he is able to hit agents who have been shown to dodge bullets
the famous stunt in which he falls back to dodge bullets he is shown to move extremely fast, and my bad when I said speed up I meant in normal time

Exactly. He can move as fast as he wants to. So what is the point of this thread? He can just make himself move faster then light and speed blitz the crap out of Luke or anyone else.
