Human thoughts are faster than human actions. Okay... but the thing is, Batman doesn't move at the speed of thought. He's got great reaction time-- for a human. He's not fast enough to consistently dodge a barrage of automatic gunfire or light-speed energy attacks without some form of metahuman level of speed, despite what's been depicted in comics.
A cheetah is the fastest land animal. It survives off pure instinct. It would get WTFpwned by Cyclops.

Like it's been said before, a wide blast arch would take bats out. No dodging, no countering.
The only way I see Batman winning is if Cyclops fires with narrow blast, misses, and Batman manages to throw a grenade or smoke bomb, knocking Cyclops out. Other than that, Batman gets blasted.
okay lets say they both are goin for the both very standard attack, bats for his rangs and cyclops for his visor both of those attacks come very seemless to both of them. If batman even thinks on what he should use he would lose as for cyclops already knows what to do with his only weapon. And on top of that batman would still have to reach for his bat pocket, unzip the bat ziploc bag, and still throw and aim the batrang and what possibly would be 100 mph which would still take some strength which takes more time. As oppose to cyclops who goes for his visor clicks the button and looks to aim.
