I'm not saying you're making it up, I'm just saying something doesn't add up. Either Bill was being downplayed, Surfer was being up played, Surfers being downplayed now, Thor's being up played...
The alternative is to say Thor and Bill aren't even close, and never have been, and their history simply doesn't support that.
Even if Thor has feats that say he's > Bill, it shouldn't be a night and day difference..

Wait a minute, Mighty Thor 4? That's not the new issue..
It's my fault.. I assumed a new issue was out, and Thor wrecked him.. Seemed like that's where it was headed.
But no, Thor had a definite edge, but didn't wreck Surfer.. Yet. All we saw was Thor get in the final hit, and threaten to kill Surfer.
A badass Thor moment, but the fights not done yet.
He smashes him to the ground after hitting Big G so hard it hurt him. He didn't even get touched by Surfer in the second part.
Also, I'm not arguing that Thor >>>Bill, but he his above him. He has more feats and generally fairs better against a broader variety of opponents. Not sure why we're even comparing the two...

We're comparing the two, because Bill has a recent fight with Surfer. He got trounced.

Why is it out of realm for Hulk when he has been doing that for ages? Juggernaut as well. Stop being one sided. Hell, Wonder Woman has taken it to Elite teams. Magneto is a elite team buster. All of these people have on panel showings or ripping through entire squads. It was recently stated that the combine might of the Avengers along with the force of members on Earth couldnt stop WWH.
Thor has also wrecked Top Tier Teams. Thor has the best record out of all of them in fighting against Abstracts and Gods and actually damaging them.

Did I say you were biased? You are titled to your own opinion. What recent feats are you using to suggest Superman or any other High Herald could beat Thor?
