Burning, the "non player controled cast time" is still part of gameplay mechanics. it would seem by your logic every power not seen in a move or video is not real, for example hardly any powers are shown in real time ,also you wouldnt know if or not the ice or fire attack the ones in the story use are diffrent powers.
it cannot be gameplay mechanics because your not really in gameplay, your playing the game while the spell is being cast so its impossible to be true gmaeplay mechanics, either that or every spell on the materia list is non functional now then, which personally imo is rubbish.
the attack is performed fine, out of player control and out of balance control since the game is technically not running while someone is doing a move, it is simply showing the animation of the cast.
either way it doesnt matter to me
