Hal as Parallax needed no ring to use his abilities. Hal, insane and dangerously unstable, decides that he needs to reclaim his title as Green Lantern. He takes the ring from Kyle, and proceeds to use the ring to take on the entire JLA and defeat them readily.
The power only came from his ring hand, and his state of mind(which was insane at the time)
It all depends on how you see things. Parallax needed no ring and could take Supeman out with no problems. Ganthet tells him that the RING and the POWER can no longer be his.

How is Surfer like a super GL ring? Surfer isnt the weapon. The power cosmic is the weapon am i right? Just as a GL weilds the power ring, Surfer weilds the power cosmic. 2 peas in a pod.
What edge does Surfer have? Jrod has posted scans of Hal doing powerful things. Things no-one has proven Surfer could do. Im going off by what has been show here. Everyone has doubted his abilities, but yet get proven wrong for the most part.
