Halo can use this with his experience to overcome what Surfer throws at him. I doubt that Surfer could "switch off" the rings power so Hal has a great chance of beating Norrin.
I don't see why Surfer would need to "switch off" the ring. Hal's not going to be doing anything other than needlessly expending his Oan energies, whilst Surfer can just absorb those energies and either amp himself up (ala his fights with the Heralds Firelord and Dominas or the GOD UniLord) or just create another form of energy and blast it back at Hal all day, night, week, month, year, decade, century, age, eon long. until the whole Oan Battery runs out, nevermind a specific ring.
what's a GL going to do to the Surfer, that others of far greater power, haven't tried and failed in doing?
