By the way none of those scans prove that Cap can withstand Gambit's damage when not holding back. Those feats are unquantifiable.
Firstly you don't know exactly how much damage Arnims Zola laser did. Secondly you don't know how much damage the furnace was doing. He was partially protected by his clothing and shield and he got out as soon as possible.
We know that one card from Gambit is equal to one grenade, since Cap isn't bullet proof we can assume that Cap can't take a surface area which is equal to 20 grenades in damage on his bare skin. Therefore eventhough the above feats are impressive we can assume that it's not equal to 20 grenades in damage.

No it isn't there are lots of examples of street level characters inculding Cap having to roll with class 100 punches in order to survive. PIS is still a rule and I don't think that if something happens enough times it always makes it not PIS.
If a street leveler takes a class 100 shot without an explanation we can assume he rolled with it, if he didn't its PIS. It doesn't matter how many times it happens because it epitmoses PIS. If street levelers could take class 100 shots why is it we never see a street leveler get hit by a bullet train and get up (I'm talking about the full force, no rolling or getting nicked by it)? PIS is characters doing something they shouldn't be able to do suddenly gaining class 100 durability when you have to dodge bullets all the time is the very definition of PIS and if it wasn't PIS they should be able to demonstrate class 100 durability in other examples, but for some strange reason it only manifests when fighting super villains or heroes...hmmm.
Like I said I don't mind if it happens but you need some explanation eg Shang Chi took a class 100 punch but he used a chi trick.

All though Gambit's full on explosion should kill Cap. Cap's shield should always be able to protect him from it.
He's been inside explosions that have brought buildings down and has come out hurt but survived.
Combined with his incredible durability and damage soak makes the fight believable corresponding with there characters.
