Actually I see what you mean. I think though that SBP could one-shot those people. First of all he did state that in one of his early battles he was not trying and he also could have killed Superman with an eye beam but aimed at his arm instead.

He was supposed to be depowered. He was supposed to be a wraith. A ghost. But he still punched his way out of a dimension.

I could be wrong but what I think quanchis trying to say is that SBP happened to be in a prison that was connected to reality but he was strong enough to break out of it. Since the prison was connected to reality this involved people getting retconned. However he would not be able to do this if he were just punching thin air.

The phantom zone isnt connected to reality. It's a dimension in itself. Thats why it only affects phantom zone residents. And in the phantom zone, he was just punching air. Even then, the retcon was cross dimensional. From the phantom zone to new earth. He doesnt need something to punch, he was relatively new to his powers at that point, so it was probably like riding a bike with training wheels, he doesnt need the training wheels to ride the bike, because it's possible either way. The same is true with him punching barriers and altering reality. The only difference here is that he was just punching air in the phantom zone.
