Actually, with prep-time Frank can beat Logan.I recall for everybody the team up of Logan and Cap against that anti-mutant SHIELD team that went rogue.They used bullets which magnetically bonded to Logan's skeleton, so he couldn't heal back and was dying.Frank can surely retrieve something like that, add in a rocket launcher and Logan's dead for sure.

What issue? This is Frank vs Sabretooth by the way...........actually come to think of it some guy stole some chestplate that negated mutant powers in the Gambit series. That would work also.
