See no one was really questioning Surfer's ability to manipulate time so I didn't feel the need to prove his ability to do so. What nvr's really wanting is proof that DD's evolution powers WON'T be able to counter a temporal BFR based on a character similar to DD. But since the temporal BFR tactic proved to be effective against DD himself(and was never countered or "evolved past"😉 in the Hunter/Prey storyline and he acknowledges Surfer's ability to use that very tactic, it's actually up to him to offer up some proof to support DD's resisting it.
But if you yourself are in doubt of Surfer's ability to send things through time then here's a couple of examples...

He actually isn't doing that. Once The time powers have been used on DD, then they wont' work. And since the radiant's energy and DS energy are useless, I'd imagine surfer's would be as well.

Krona's experiments involved trying to see the beginning of the universe, and while doing that, he unleashed entropy into the multiverse........unless they retconned it again.
I can't remember what story arc Extant was in, something JSA. Zero Hour, OWAW, the action comics issue where the Entropy Aegis one-shots DD, various crossovers like JLA/Avengers featuring Krona, Hunter/Prey, anything LSH involving time trapper, and I think that's it.
