Despero took on the jla and jsa, he one shotted supes and didnt show anything on panel indicating that he's more powerful than hulk.

Two totally different situations. Superman was moving at close to fight speed when he rammed it. Hulk was not! This is completely different.
In addition, I AM still waiting for something WWH do that is at his base level, and the scans from Carver.

Here is base hulk strength which is well above the 100 ton range. I think this is what you was asking for.

Again that planet that he held from colliding is not base. Him holding a big plane is nothing to Superman.
