Battle tactics don't play a huge rule on one on one combat unless you have one sided prep time to set up the battlefield to your liking or the guy you are fighting is as dumb as a sack of potatoes and you can string him along into any outcome you please. In one on one combat against a skill opponent, tactics and planning aren't huge factors. The best you can do is exploit a weakness, either your opponents weakness or one of your own (that the opponent knows about). In one on one combat the tactic is to hit the opponent more than he hits you, or baring that make sure the hits you land, cut for more than your enemies. Cap isn't that much of a Wolverine's superior in that respect.
If Captain America and Wolverine were both leading a platoon of soldiers and where in charge of planning an assault. Captain America is most likely going to come up with a better strategy, one where he exploits the advantages of the terrain and uses the battlefield to his advantage. Wolverine would most likely just lead a direct head on suicide charge in the dead of night... which could be just as effective as Caps plan if not more but wouldn't have nearly as much tactical merit (but it wouldn't take as long to plan).
