Kuylen's Force Rating might be a little different under the new system, though that was the general idea, yes (note that he was very well Force Powered for a Swordsman, having demonstrated nearly all of the Combat skills, used Manifest Destiny for the Cosmic Force, and the Mind Trick for Living; he was never seen throwing large objects around though).
Kuylen developed that facility to train his potential Outsiders- you may remember the graveyard at Dordellus; not all of them made it.
By whatever fashion, you guys are already trained so you don't literally need something like that (and so much crap happens to you each story, you get enough chance to develop your powers).
Generally speaking I cannot speak for whether any of Kuylen's old group are important any more but the intention certainly was that Alik is alive.

Okay, cool. How much did that on average improve the character? I mean, for example, how many Force Powers or Skills, etc.?
And could I take Perfect Strike instead of Reflection. I read Reflection again and realized that I hate it.

Con Gordo entered the Jedi Academy, when he was barely 1 year old. He was a good and thorough student, though always more interested in the theoretical aspects of the Jedi ways and the force. He finished his tasks well, but spent his time much rather reading in the vast libraries of the Jedi Order. Most of the other students correctly regarded him as a loner and he had only a few people he ever talked to, he even actively avoided them usually. The social contact he did search though was through games of intelligence. He loved testing his abilities, oftentimes agains vastly superior opponents, enjoying a lost game as much as a win.
When he was 14 years old he was appointed as Padawan and the assignments he had to carry out with his new master brought him around in the Galaxy. Although he learned much in this time the tasks he had to perform felt like a nuisance to him and he much preferred staying on coruscant readin or just indulging in the foreign cultures he was exposed to. After 3 and a half years with his master, he realized that he never wanted to lead the life of a Jedi Knight, confined by rules and superiors and so he chose to abandon the Order. One day he packed what little belongings he had and Coruscant behind to travel on his own to find knowledge in books and on worlds the Jedi Order would not allow.
For years he traveled through the Galaxy visiting many excotic worlds, enjoying the new freedom he had found, that was so different from his time at the Academy. Now that he could go wherever he wanted to and do whatever he pleased he could live his life any way he wanted, which for him meant searching mostly for fun, very peculiar fun at time, while accumulating knowledge on vastly different subjects. .
He didn't really consider the difference between the light side and dark side and just thought of himself neutral. Though after an extremely eye opening adventure he did realize that his Philosophy is certainly that of a Dark Sider, he often wonders to himself whether it was the Dark Side that made him how he is or whether he chose the Dark Side because he was the way he is. His approach to it often manifests in an odd sense of humor that makes him laugh at apparently random, an endless thirst for situations he considers funny...and him using the Jedi Code in a grossly perverted manner to explain his own actions in a mockery of the Jedi as well as his own side.
