To be honest, it really depends on which version of the Riddler you see. In a few comics and also in Batman Forever and the '60s TV series, Riddler is pretty much the Joker who gives riddles rather than announces openly what his crime will be. With portrayals of Nygma, he is indeed completely different. I'm positive whatever Nolan would do with the character, he'd be something completely new- different from any previous portrayals of either the Riddler, or the Joker.

The only time he comes off as being similar to the Joker is when you have people like Schumacher who don't know how to handle the character. In Nolan's case, I'm sure we'd get a Riddler that dishes out some very sadistic riddles and would indeed be a big threat for Batman.
