It would extend his scope and range to a global scale. Xaver has reach over Apoc's more focused TP. At best, Apoc can affect, Maybe a dozen people simultaneously. Xavier? He can literally freeze the consciousness of a large train station or airport at peak hours, and thats without cerebro.

So far, you have no definitive scenes of Apoc mind screwing anyone but Xavier, who he was already attached to in some way. If he was a telepath (a more powerful telepath than Xavier apparently), he wouldn't need Xaviers powers.
